Comparing CHFA, FHA and Conventional Mortgages in High-Mill-Rate Connecticut Towns — CT Home Field Guide
Updated October 2026
A $325,000 home in a high-mill-rate Connecticut town can cost more each month than a more expensive property across the town line. Compare CHFA, FHA and conventional financing against the same tax bill, insurance estimate and down payment—not just the advertised interest rate.
Start with the town, not the rate
Connecticut generally assesses real estate at 70% of fair market value established through the municipal revaluation process, with revaluations required every five years. Each of the 169 towns sets its own mill rate, and fire or other tax districts can add separate charges.
For a home with a $325,000 revaluation value, the assessed value would be $227,500. At 40 mills, annual taxes would be $9,100 before exemptions or additional district taxes: about $758 monthly. A purchase price alone does not establish the current assessment.
Use the actual assessor record and latest bills in the monthly payment calculator. The Connecticut Office of Policy and Management provides municipal assessment and taxation resources. July and January installments are common, but verify the property's billing schedule.
Compare three financing paths
| Financing path | Main advantage | Underwriting pressure point |
|---|---|---|
| CHFA HFA Advantage or HFA Preferred | Conventional financing paired with eligible assistance | Income, purchase-price and program requirements |
| FHA | Flexible credit and down-payment framework | Upfront and annual mortgage insurance |
| Conventional without CHFA | Broader borrower and property flexibility | Credit pricing and mortgage insurance with smaller down payments |
CHFA is not a separate federal mortgage insurance category. Its HFA Advantage and HFA Preferred offerings use conventional structures. Review current eligibility through the Connecticut Housing Finance Authority.
For 2026, the one-unit baseline conforming limit is $832,750 in Hartford, New Haven, New London, Middlesex, Tolland, Windham and Litchfield counties. Fairfield has a higher ceiling. FHA's national floor is $541,287, with higher applicable limits in Fairfield and the Hartford/New Haven markets; confirm the property's county limit.
Separate assistance from affordability
CHFA DAP can help with eligible upfront costs. Time To Own can provide up to $25,000, or $50,000 in designated high-opportunity locations, subject to current funding and eligibility. Its 0% structure forgives 10% annually over ten years when conditions are satisfied.
Assistance does not erase taxes, insurance or maintenance. Connecticut closings require an attorney; include attorney charges, prepaid insurance and tax escrows in your closing cost estimate. Request side-by-side Loan Estimates using identical assumptions before choosing the lowest sustainable payment.
Editorial Methodology & Primary Sources
Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.
Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
